1.22 Why do my scenery add-ons have double runways and misplaced areas?

This is a common problem. You haven't done anything wrong. The stock scenery for FS98 is slightly different from the previous versions. In most cases it doesn't effect anything, but in some cases it shows these overlaps and mis- alignments.
You might try making the priority number greater than the stock scenery area at the bottom of the list. You still have to be above the World scenery, though. I can't promise anything, but if there are "exclude" files in the add-on, they will take affect after the loading of the existing scenery that way.
Or, you can deactivate the stock scenery area. This is real drastic, but you might want to try it and see, if all else fails. Its all reversible so just keep track of what you did and change it back if it didn't work.
