14.3 Does fly by wire compensate for crosswinds by applying rudder?

Pure fly-by-wire runs the pilot's input via stick/rudder, etc through a computer, which interprets the pilot's desired change into a control response. So far as I'm aware, it appears the same to the pilot as any other form of control connection -- hydraulics, cables, rods, etc. Uncommanded rudder input (other than on autopilot, special purpose), would, in my mind, be rather hazardous. The fly-by-wire computer, in and of itself, would have no way to know what the winds are doing. Autopilots fed by Doppler radar or other devices might be able to do some compensation, depending on the circumstances, but anytime you're near the ground, automation must be handled with extreme care.
