You may not be missing a gauge--I had the same problem. Go to the Aircraft- Settings menu and click the Instruments tab. Make sure that the Directional Gyro is "Operative". If you're missing the gauge file the HSI won't show up at all. In my case it was there, but somehow my DG got set to inoperative (just when using an HSI). The HSI would always show that I was heading north until I fixed this.

If that doesn't fix it and you are missing the the gauge file, look at the plane's panel.cfg file and make sure you have the gauges that are listed in there. Since there are several different HSI gauges, I would suspect that they can't all be missing, so the problem is somewhere else.
