5.4 Why, when I request landing, does FS98 always clear me?

WHY WHEN I REQUEST LANDING IT ALWAYS CLEARS ME FOR LANDING? EVEN WHEN THERE ARE AIRCRAFT ON RUNWAY. ALL IT SAYS IS: "FLIGHT SIMULATOR CLEARED FOR LANDING"; SHOULDN'T THE FLIGHT CONTROLLER GIVE YOU DIRECTIONS ON WHAT RUNWAY TO LAND?

This is a "minimal" attempt at ATC. It is a hold over from FS5.1 or earlier. Hardly anyone bothers with it, just because it is totally unrealistic. The Adventures and some of the add-on ATC programs are more realistic, requiring you to tune in the right frequency and every thing else.
