It depends very much on your height, the plane, any available seat adjustment and the attitude of the plane. I'm 6'5" tall and don't get a great view of the runway on takeoff in Cessnas (particularly the older ones with fixed seats). In taildraggers you would even need to zig-zag down the taxiway to see what is in front of you!
You can simulate seat adjustment in FS98 by panning down (shift-enter) and up (shift-backspace). I have programmed the pan down into one of my joystick buttons for quick panning - then use the hat switch to restore "straight-and-level" view in any direction. Works for me!

You can adjust the view up or down with the Shift+Enter and Shift+Backspace
commands. The problem is that this will reset if you change view directions.
You can also make a more permanant change by adjusting the Y_SIZE= line in the
panel.cfg file. I have mine set on Y_SIZE=3000 (I think) for the Cessnas and
this works well for me.
