5.52 Why does the Hong Kong ILS land you at 90 degrees to the runway?

It is not a BUG.
That is the specialty of Hongkong. Due to hills in the approach path to RW13(Generally strong tail winds preclude use ofRW31), we can not have a regular ILS.
So, We use what we call IGS (Instrument Guidance System)and not ILS. Eqpt is same but not aligned in Rw direction as you have found out!! You use this IGS to descend on the IGS Glide slope on 088deg IGS Course till the Mininimum Descent Altitude and upto the Missed Approach Point. The red and white checkerboard (Lit at Night) serves as the visual cue which can be spotted on your approach and you will see the curved leading -in -lights also to the RW.
You should look out for Rw to be at about 40deg angle to your direction,to the right of the Checkerboard.
If you spot the RW Take over manually and Land in a curved Approach. BTW , avoid all those tall buildings!!!!!!
If you dont see the RW or Cloud base is too low, Execute a missed approach which will involve a climbing turn FROM ..I repeat...FROM the Missed approach point only (there are hills around) to TH VOR I think and try again or divert.

The Hong Kong ILS is not for straight in landing. This is what makes it
interesting. There is a hill right at the end of the runway and the proper
approach is to follow the ILS until almost at a intersection with the runway
and then execute a right turn manually to align with the runway. I saw a
picture in the news just the other day, from the ground, showing a jet about 50
ft. from a apartment house during it's approach. I think there is an adventure
or challenge for this landing in the FS98 program. I also think there is a
briefing session in the help section for the adventure. It follows:

- - BLUESKY 737 is cleared to the Cheung Chau VOR via direct WHISKEY intersection, direct. Maintain 6,000 ft and squawk 3337.
- Specific Routing After takeoff from runway 13, fly runway heading. Continue to the 23 DME fix from the Hong Kong ILS and then turn left to heading 330 to intercept the Cheung Chau (CH) 090-degree radial inbound to CH (inbound course 270). At CH, expect instructions to slow to 200 knots and maintain 6,000. Expect lower altitude in 5 miles. At 7 DME from CH, turn right heading 045 and descend to 4,500 ft. Expect a clearance to fly the IGS runway 13 approach. Report the Kilo Lima 9 DME fix to the tower for landing clearance.
