9.13 Is there a utility which allows a chat scrolling bar in full screen mode?

IS THERE A UTILITY WHICH ALLOWS A CHAT SCROLLING BAR IN FULL SCREEN MODE? 

A:

When you are in multiplayer, the chat function still works, but you cannot see the chat window. My workaround is to clear the chat window (CTRL-ENTER) before going into 3D (this will allow you to see scrolling messages). When you wish to send a message, hit ENTER, then type your message, hit ENTER to send it, then CTRL-ENTER to get rid of the chat window so you can again see the scrolling messages. You must mentally track things, but it works.
