It's a little hard to tell for sure from the picture, but it looks like the engine might be C&O #614. If so, it's a rather large coal-burning 4-8-4. It ran several tests back about 1990 in support of a proposal by the American Coal Industry to consider construction of modernized coal-burning steam locomotives. The engine handled sizable trains, I recall 6000 to 8000 tons, about 60 to 80 loaded cars. The engine has operated on several occaisions since then, but i'm not sure of it's exact current status or location.
I'm not aware of anyone building this exact locomotive in MSTS, but perhaps someone here on the forum has information they can share.

614 was restored in the early 1980's by Ross Rosland, under contract by Chessie System to replacer the 2101 that was ALMOST distroyed in a roundhouse fire a few years earlier.
From there it was used in Chessie System's Steam program, hualing excussions. in 1984-1986 it was tested on coal trains (note comment above) as a test unit to develop a modern steam loco. (BN was also in this deal but later left, and went on to become a Alternitve fuel pioneer as well as AC traction)
Once CSX was formed (railroad part)the steam program was droped and Ross Rosland/614 left CSX.
In recent years it ran excussions for NjT and others. It is currently up for sale (and has been for the past few years)

A friend of mine got to ride behind her years ago.
As far as testing she underwent for the proposed modern steam locomotive, it is documented in a video called The Ace of Black Diamonds. Ross Rowland explains it a little better than I can though. It's an excellent video and I recall a few more videos.
I know she is up for sale, but I haven't heard anything for the past year or so.
Maybe we should take up a collection. :7
Thanks,
Sam

I also saw her on TLC's show "extreme machines" a while back.. (I had taped it) She was built by LIMA in '48 and is one of the most advanced steam locos ever made.. She was the "last mainline passenger steam loco" to be built in the US.. 112 ft long, 16 ft high, 434 tons..

I'm not sure about the statement that the C&O 4-8-4 was the 'Last passenger steam engine built in America' in 1948. Didn't the N&W build the last of the J Class 4-8-4 in 1950? Would that qualify as the 'Last passenger steam'?
Then, of course, if we want to get picky, there have been several full-size engines built for excusion service. The two engines at Promontory Point in Utah were built in the late 1960's, Mount Washington Cog railroad built a new locomotive in the early 1990's, and a company name Crown Metal Products built a number of 3-foot gage engines for amusement park service.

I'm no expert on the subject.. All I did was quote it from a TV program..

Well, if you want to go to the other side of the pond, wasn't there a mainline steamer made in germany in the nineties sometime?
