What Graphics Package?

Hi all, I have decided to try my hand at skinning and I doubt whether windows paint will be adequate for the job. My question is what would be best to use between Paint shop pro and adobe photoshop.
I am relatively inexperienced with graphics packages so please bear in mind ease of use and quality of manual etc. when making a recomendation.

I've used both packages. They are both very good quality programs, and there is very little one can do better than the other. I like Paintshop pro better for ease of use, but I'm able to do more with filters in Photoshop. The best thing to do is download the demos and play around with them before you buy. It really just comes down to preferance. There will be people on both sides that will swear by their favorite program so you just need to find the one you like.
