Roundhouse

Just bought train sim Roundhouse add on to MSTS.On one of the new activites for Marias Pass (Whitfish Yard one) Im having trouble.I follow the instructions and then go to the siding(stopping before the road crossing) and wait for a green light from the dispatcher,but there is no change. Im denied premission and 2 Al trains have come and gone but I still wait to no avail. I have waited up to 45 minutes then just escape out. Any thoughts on how to remedy this?

After the second AI train passes.
Put reverser in forward and release all brakes that are on.
As the train moves forward the green light will come on.
