Problem with Activity Editor

While creating an activity, both on the Tehachapi Pass and the West Virginia Route, the Editor won't let me take other exit. Then on the Tehacapi route, witht he same problem I tried one of my Acitvities that I created and I still can't throw any switches on it, unless I'm playing one of the Activities that came with it.
PLEASE HELP!!!!

I have being having probLems to throwing SWITCHES swith all i want on explore route ???Any experts
OK I BUILD A NEW ACT. FOR THE WV&O AND SWITCHES WITH SIGNALS it will not throw i CANT GO DOWN ??? any help I know i can THROW ANY THE SWITCHES I WANT on explore route
