Hi, Euston. Everyone has been studiously ignoring your post but seeing as how it is the first one and all, I thought it only polite to answer.
You need as many graphic editing tools as you can lay your hands on. PSP 7 is my favourite (whoops, that has tga capability); I use some FS98 tools for gauges and stuff; plus you can't go wrong with 'tgatools2'.
No tga editor? tgatools2 allows you to edit existing masks as bitmaps and reimport them so if you could get away without a proper masking tool!
Have fun.

Alternatively, a lot of photos, and a copy of a 3d renderer.....lets say 3dsmax, for example....

Here's the beta shots of the cab for my NS Koploper train - rendered up in 3dsmax. This is about 10% complete - there's no real detail yet and the controls are just the Acela controls. But once I'm done with the contract work, this will be completed.

Chris,
That is looking really nice. It'll be good to see some of your trains with appropriate cab views. The default ones don't give you the feel for the design of the trains.
