This is actually for Railroad Tycoon 2. I'm trying to win the 5th campaign. It's the one with Atchison, Topeka, and Santa Fe, and the really aggressive Harriman guy. He fined me the last two times I tried, and I'm sick of giving all of the stock to him. What good strategy can I use to get more stock or make a better company (or better yet, fine him)?
