Is there a program that i can download where I can design and create locomotives and Passenger cars?

Train Sim Modeler - http://www.trainsimulatorworld.com/tsm/tsmmain.htm

Train Sim Modeler is the easiest to learn, but it costs about $30.00

GMax is free but no longer supported, and you'll need the MSTS pack to use it. It can be found here; http://www.microsoft.com/games/trainsimulator/downloads.aspx

3DCanvas costs about $35.00. There is a free version you can download to try it out but it won't export to MSTS.
