MSTSBin versions since (and including) v1.6.102213 ignore lights in an ENGine or WAGon that use the "TimeOfDay (1)" or "TimeOfDay (2)" control parameter in the Lights section. This means that lights that only come on at night such as step lights don't work.

Also the Kosmos Badlands Clear environment and probably some others use a different time of day then the default sim settings are. If this is the case, the sim will lock when the witching time happens. To cure this you need to edit the time of day value in the offending environments files to match the sim or vice versa.
