BluePrint Editor - Restricted to My Blueprints??

I see people commenting about stock element's blueprints. Does this mean that the BluePrint Editor should be able to display RS stock elements? Or, are they talking about modifying the XML code directly?

It wont show stock elements .. but you can still edit the stock items in notepad
