First off, Is that close to 700 US dollars?:) I just used a converter and I want to make sure. But back to the topic:
The first thing you will need is a motherboard. Head on over to newegg.com, if they support Europe. I don't know to much about motherboards, so I hope someone can come along and help out in that subject:)
For memory, It depends on how much your system can take. Head on over to crucial.com for a system check. They have the cheapest memory that Ive ever come accross.
Graphics card. It depends on what kind of slot you have. PCI, PCI-E(express), AGP, etc.

I have just today bought a new rig Q6600 processor 3gb ram and GT8800 512mb video card
The only possible down side is that th OS is Vista. How does this work with MSTS,do I need other patches apart from the latest bin patch.
I will appreciate any comments
Thanks

Well, Ive seen a whole lot of topics on vista. Go to the MSTS section and search "vista" or just scan the threads. 3 gigs of ram is plenty for msts. I don't think you will have any problems. Head on over there and check it out:)
