Steam Loco Setup for RS

I have updated my Excel workbook to incorporate many of the physics variables for RS, including some of the required csv files. It still retains the variables for MSTS-I as well so that the same procedures can be used for both simulators. I am in the final proofing of documentation and plan to upload to the libraries tonight. I expect the name to be "Steamv3" for version 3.0.

My setup spreadsheet is now available in the library in the MSTS Utilities section. It is titled Steamv3 for version 3.
