Screen problem with tools and editor. MSTS

I click to start MSTS T&E (Tools and editors) running it under adminastrator and a screen comes up saying that it can only be run at 1024x268 or greater resilution and then it shuts off. only my Vista computer screen runs at 1680x1050 resilution. I tryed setting it to 1024x268 but it still didn't work. what do I do?

try setting it at 16bits color instead of 32 bits color resolution. I have to do this on my Vista laptop.

unfortintly, I just tryed that and it didn't work. I think there is somthing wrong with T&E it's self.
