It is either a X-29 type nasa test plane or something used for ferrying officers

It almost looks like a design the Japanese had back in WWII but never took off. then again it might be a modern test bed of a similar design.

Not Quite. That looks like one of Burt Rutans contraptions. Most Likely a VariEze or a LongEze, with the canards enlarged. That would also fit in with the size of the twin engine prop standing next to it. The X-29 would be closer in size to the two F-15s on the right side of the picture.

It is not the X-29. The overhead is way off.

Said aircraft is facing the other direction. Like said before, it seems to be a long-EZ or something of the like.

It's not an X-29,I remember that plane from Jane's ATF.I think Jim is right,it's facing the other direction. It just seems to be a little short, and the canards seem a little large to be a Rutan plane.

Assuming that this is the Burt Rutan plane you guys are talking about, it seems to have a slightly different shape from the one in the overhead view...

I thought maybe you were talking about this:
http://www.planepictures.net/netshow.php?id=573408
but it does not appear to be that aircraft.
That plane above is a HFB-320 Hansa Jet, a corporate jet from the 1960s, made in Germany.

You can definitely rule out the Hansa Jet. IIRC, there were only 20 of them, and none have been airworthy since the Luftwaffe phased out their last ECM-Trainers a couple of years ago.

From top left to bottom right...
BE-55/58 Baron
Long EZ
F-15 x2
There are a number of civilian experimental aircraft with a canard configuration, not only the Vari-eze/Long-eze. The Velocity and Cozy are two other examples.
The problem is that because of the image resolution, we can't get a clear picture of it to tell exactly what it is. But I don't believe it to be a foward-swept design.
As for the white F-15, a couple possibilites- it could be a light gray, and the sunlight is washing out the image making it look white. The other possibility- Eglin is host to a flight test center, and lots of non-standard paint schemes appear for higher visibility or other reasons. There are also a few "commemorative" paint schemes. What is interesting is that the two F-15's appear on a ramp that is otherwise occupied by civilian or General Aviation aircraft.
