Why won't Union Pacific let a engine into the game?

Why won't UP agree on the license? All i want is a UP engine in the game made by Microsoft, c'mon UP why won't they?

We're not gonna go thru this again. If you want UP locos in the game, you can repaint one into UP of your choice when the game comes out next year.
