Rail Driver Bail off issue

For some reason I can't get the bail off feature to work correctly. There was time when holdinig the independant lever to the bail off position the engine brake pressure would drop to zero as it should after a brake pipe reduction. Now it only drops a few psi and stops, requiring several repeated bail offs to acquire a zero brake cylinder pressure. Any ideas on how to get the full bail off working again?

I got no clue how to fix this but I'm encountering th same problem, just noticed it, had a consist consisting of a SD40-2, and several hoppers in a siding and I'm getting ready to pull out so I lap off, and the pressure goes from 52PSI to 48PSI and stops, so I have to re-lap off and it goes from 48PSI to 44PSI.
