In the yard at St. Paul, MN is a locomotive that appears to be a GE Dash 8. It is blue with two white stripes and is surrounded by Soo and Canadian Pacific locomotives. What kind of locomotive is this and who does it belong to?

Edit: After further searching these appear to be leased units from CIT Rail (https://www.citrail.com/) owned by CIT Group (CIT) with CEFX being a mark. A model is in the library hrac443a.zip and hrac44-3.zip

They are the same thing.

They also show up in Maple Leaf Tracks' Rogers Pass route but I don't have that.
