Nobody outside of Microsoft knows for sure yet, but it's supposed to be the same as Flight Simulator X.
If that's the case, the models are first exported from the modeling program in 'X' format, which is a text file containing all the geometric and texture-mapping information. The X file is then converted to a binary file having the extension MDL. This is analogous to the MSTS shape file, but the format is way different.
If the model is going to be used as a static scenery object, further processing is required. Placement information, which is specified in an XML file, is combined with the MDL information into another binary file with the extension BGL.
Texture maps are similar to what we're used to, but they have to be converted to DDS (Direct Draw Surface) format for the sim. Also, at your option, you can create additional maps for things like specularity, reflections and "bump" effects.
Simple, huh? Actually, it's really not too bad once you've been through it a few times. Other than the modeling and paint programs, all the tools you need are provided in the sim's SDK.

Could you explain this part?

Objects don't need to be placed in a BGL file with the position fixed.
Objects without position can be compiled into libraries. A second BGL file (compiled from XML) can be used to place objects in the world.
There are tools available to build the XML - more info and links here: http://forums.uktrainsim.com/viewtopic.php?f=18&t=86363

Seems like kind of a silly reason not to buy a game, no?
