Are there any road sections that has like two three and four lanes?
I thought I saw someone making some. But whatever came of it, I don't know. And I'm not sure if Newroads came with that in their inventory. Have you checked NewRoads out?

I've tried the New Roads 3.2 version, but I'm getting error messages when trying to place them in Route editor.
I'll keep tring till I get it right...

just guessing, but: While the shape files go into the ../global/shapes directory, don't forget to also download the textures for all those NewRoads shapes, and to place these textures in the ../Textures and ../Textures/Snow folder of the route you want to use the shapes in.
The NewRoads pack comes with a huge variety of road shapes, intersections, multi-lane highways and freeways, on- and off-ramps, residential streets with pavement, bike lanes/walkways, left turn / right turn lanes, center lanes etc. etc. I think I still haven't seen & used all of the shapes available, each time I use NewRoads in a route I find something new...

As Lucas said, check the textures. if not found and you want to use the shape badly, create one.
I needed a custom footpath for newroads and did not want to burden the user with an additional download of SR roads. So I just changed the "fwy3lnashldr.ace" file and I had a road with a footpath.
Since the texture stays in my route, global folder is not affected. The compromise was that all such 3 lane freeways were footpathed but with so many shapes to choose from, it was always easy for me to substitute other 3 lane roads without footpath with other roads.

EDIT ( Dec. 11 / 2008 ) : I find this all very interesting , as I , also, first couldn' t figure out why so many textures were missing ( from the NewRoads Route Builder package ). That being said , I perfectly understand all the shape files / filenames, are mostly 'advance reservations" made by the authors ( of those "shapes" ) , and additional textures will be forthcoming ( or are apparently available directly for download, from the auhtors themselves ) .
EDITED FEEDBACK ( Dec. 11 / 08 ) : I have to backtrack and correct my comments / feedback, here , ( from yesterday, if anyone have read those ), as this was posted far too hastily without any serious thought whatsoever ( "Long Day" at work / "triple-tasking" more often than not ) ...'-)
The prospect of using those Newroads shapes ( those "batteries not included" ones , if you want ... ) , is very tempting , that much is true , but thinking this through more clearly , this also completely defeats the purpose of a system in the first place , whether this system is NewRoads , or just the same , systems such as Xtracks, MSTS BIN , Tsection dat, etc ...
The whole purpose of those , is to allow folks to share their building efforts with others in the ( Global ) community .
For the roadway system(s) , "working around" a dedicated set of sections / pieces / elements , is what allows Routes to be "packaged" , without adding an endless number shapes and textures ( and simply replace those with "common references" ( in text or computer script form) , to a designated Assortment of shapes / textures , already residing in the GLOBAL folder(s) ) .
Therefore, if one was to work at producing someting with the intent of sharing with the Train Sim community , this simply would be a bad decision to 'deviate" from whatever is being assumed ( and widely accepted ), as some kind of ( quote / unquote ) "default" , or "standard" ( if you want ) .
In the case of streets / roads / Highways , if one really wanted to "customize" those to match more closely their own countries / geographic area / "era", etc ..., those pieces should ideally be "standalone" world objects , and of a "static" nature ( with shapes and relevant textures, added to the Route's folders, and properly referenced in the Route's REF file ) .
And / or, you could alternatively "paint them" / "photoshop" them , directly on the Terretex patches themselves .
One could also design a super-simple "road section" ( as a static world object ), using this free 3D design tool called Google Sketchup ( confirgured with the relevant coneversion to MSTS "plug in" / sounds like there is a new one available just now ), and creating such simplisitic object ( as a road section ), could be done within hours ( if not minutes , once you have even minor amount of experience with Sketchup ).
And so, thinking this through more clearly, now, I would rather consider some of the alternatives I just mentionned above , rather than tampering with any of those ( "batteries not included" ) shapes , in the NewRoads package ....'-)
