That CB&Q F3 is available at Train Artisian ClubTA Bonus section http://www.trainartisan.com/tabonus.htm
It is only available to ClubTA members. Any other distribution would be a violation of the ClubTA License

To be honest, I don't think it's worth it anymore. It's almost impossible to get your ClubTA code nowadays.
I wish you luck on getting access to ClubTA.

Actually there have been no downloads at Club TA for over six years. They were removed after somebody posted direct links to the files online. If you're a member you are invited to email them for club content. The main site hasn't been updated in four years but they might still respond to email - I have no idea.
