If you have it, I would give it a try! If it's for FS2004, you will probably need to throw an FSX panel and sound folder to it to make it work! I am sure you have a default MS FSX 747 that you could borrow a panel and sound folder from that!

I have read many of the posts from years past, and still have an issue with the FSX SDK installation.
I installed SDK from disk 1, and it did create folders.
Additionally, I changed disabled from true to false in the dll.
However, the tools option does not appear after I run FSX,
